I support the Fix Lakeside Initiative. 

I urge that each Member of the Talbot County Council vote to adopt a Comprehensive Water and Sewer Plan Amendment (the “New CWSP Amendment”) that includes a single, revised Sewer Service Map for Trappe that identifies only Section 1A of that subdivision (120 homes) as “S-1, Immediate Priority.”  

The development of any other portion of the Lakeside property shall require a subsequent CWSP amendment, including a de novo review by the Public Work Advisory Board, the Planning Commission, and the County Council, including appropriate public hearings at each step.

The New CWSP Amendment should provide that all portions of the Lakeside Project other than Section 1A (120 homes) revert to the status shown on the map of the Trappe Sewer Service Area (Figure 23) in the 2002 CWSP, namely, “Unprogrammed.” 

In addition, I urge that the New CWSP Amendment reflect the County’s approval at this time of a new Trappe wastewater treatment plant no larger than that currently permitted by the Maryland Department of Environment, i.e., 100,000 gallons per day.  Any expansion of such plant shall require a subsequent CWSP amendment and undergo normal County review.
